This German Agate Crystal has the right colouring for carnelian crystal on those outer layers. Carnelian ranges from brown through red, orange, and yellow. As you can see in the photos, this international crystal has that brownish orange on the outer bands. 
Looking closely you can see that this piece of carnelian agate has faint white bands, too. The large, clear space inside is transparent. This German crystal has gone through four tumbling stages and a few soap cycles. It's pretty.
This was collected by a TSC founder back years ago. I believe it's Idar Oberstein agate but I could be wrong.
